The only way to get silent enclosure is to use SSD, although they also need cooling (or thermal throttling will occur). If you use hard drives you need to use low rpm drives but it will be reduced performance to certain degree. They will require a cooling unless you don't mind short life...

Can you troubleshoot slow download? I don't mind paying. Although I am on the Mac, QNAP-1282 should not really be affected by this. I do think that slow download is rTorrent related, because I installed paid Deluge today and it downloads Ubuntu image very fast.
