Block list helps protect your privacy and security when using rtorrent by blocking a list of potentially malicious peers.

There is no guarantee that the downloaded ipfilter list will be fully compatible with rtorrent. Incorrect content in ipfilter list may avoid start of rtorrent daemon service.
If you notice that the number of functions available in Advanced UI is limited, or missing such buttons like "Add torrent" and the list of active torrent tasks is blank, then it may mean that rtorrent could not start correctly. In this case, try disabling the ipfilter list and check again. In addition, see the system event logs in the QTS software.
