Pomoc no limit setting but Download speed can not be higher than 20MB/s,why?

My internet max download speed should be 30MB/s, and it is easily reachable when I use a computer to download torrents.
but when I use rtorrent in QNAP seems something limits the speed. torrent could link to many users but the max speed of each one is 128KB/s... very weird...
